That sure struck me as a ruse from Day 1 to justify congestion in Town Center and giving up public right of way and greenspace for denser commercial development.<br /><br />Why would putting some of that development instead on the already developed Mall property be counter to maintaining Town Center's quality? <br /><br />Imagine expansion of the Mall upward, perhaps another two floors of commercial Mall space and, on top of that, a few residential towers at different ends of the Mall, connected by roof-topping greenways.
