The water looks clean - are you sure it was Howard County?
If that is a bridge, it looks too modern to be in Howard County. :-)
Patapsco State Park?
The new county office building?
Were you in a van down by the river?
Is that the bridge along Frederick Road, near the intersection with Tollhouse Road?
I'm guessing that this is one of the bridges on Park Drive off of Church Road in Ellicott City.

That is a beautiful little stretch of road anytime of the year. Years ago I used to walk my dog down that road. It leads right in to a service road for the park.
